Dominique Harrison, BS, QMHP, QDDP is a behavioral health and developmental services executive, CARF Surveyor, consultant, and advocate with more than 17 years of experience in behavioral health and human services.
Throughout her career, Dominique has worked at nearly every level of service delivery—from supporting individuals directly to leading programs, developing teams, overseeing operations, navigating regulatory requirements, and strengthening organizational systems.
That experience shaped a fundamental belief:
Quality should never become so focused on the requirement that we forget the people the requirement was designed to protect.
It is that belief that led to the creation of East Coast Quality and Compliance Group.

As a Board Member of vaACCSES, she contributes her experience and perspective to conversations surrounding disability services, employment, community access, provider sustainability, and opportunities for individuals with disabilities throughout Virginia.
Her professional work has also included advocacy surrounding Medicaid-funded services, Home and Community-Based Services (HCBS), workforce challenges, regulatory expectations, and policies affecting providers and the people they support.
These experiences allow Dominique to view quality from multiple perspectives:
